BlueSky San Juan has broken ground on a US$54 million full-service FBO at Luis Muñoz Marín International Airport (SJU) - the largest private investment in Puerto Rico business aviation infrastructure in more than a decade, with an executive terminal, three hangars and an integrated U.S. Customs facility, targeted to open in 2028.
BlueSky San Juan has begun construction of a full-service FBO at Luis Muñoz Marín International Airport (SJU) in San Juan, Puerto Rico, representing a US$54 million private investment described as the largest in business aviation infrastructure on the island in more than a decade.
The facility is being developed by a group of Puerto Rican investors with more than 40 years of experience in aviation, construction and infrastructure development. Construction is expected to be completed by summer 2028, with operations beginning later that year.
What the complex will include
- An 8,000 sq ft executive terminal
- More than 60,000 sq ft of hangar space across three 20,000 sq ft units
- Approximately 275,000 sq ft of ramp capable of accommodating aircraft from light jets to ultra-long-range business jets, military aircraft and widebodies up to a Boeing 747
A key feature is an integrated U.S. Customs and Border Protection (CBP) inspection facility, allowing international flights to clear customs at the FBO before continuing to U.S. mainland destinations as domestic flights. BlueSky said this will improve efficiency for aircraft arriving from the Caribbean, South America, Europe and Africa.
"Business aviation continues to evolve and Puerto Rico needs infrastructure to support the next generation of international operators," said Jose Maldonado, managing partner of BlueSky San Juan. "The project has been designed to offer a world-class experience while amplifying Puerto Rico's strategic role as the Caribbean's gateway to the US mainland."
Location and jobs
The FBO is located on Apron 12 adjacent to Runway 10 on the south side of the airport, offering direct taxi access from the runway and some of the fastest aircraft turnaround times at the airport. The facility is approximately five minutes from the commercial terminals and less than 15 minutes from San Juan's main hotel, financial and tourism districts.
The project is expected to create approximately 30 construction jobs, between 60 and 80 permanent positions, and around 110 indirect jobs. Maldonado previously founded MN Aviation and developed PAZOS FBO, which was later acquired by Jet Aviation. The project has received approvals from the FAA, Aerostar Airport Holdings, environmental agencies and U.S. CBP.
