PRBAA and UrbanLink Air Mobility Form Strategic Alliance to Launch Zero-Emission Aviation in Puerto Rico
By PRBAA Press Release
PRBAA has announced a strategic alliance with UrbanLink Air Mobility to lay the foundation for Advanced Air Mobility (AAM) operations across Puerto Rico, streamlining regulatory alignment and expanding zero-emission transportation to municipalities like Vieques and Culebra.
SAN JUAN, PUERTO RICO – October 5, 2026 – The Puerto Rico Business Aviation Association (PRBAA) has announced a strategic alliance with UrbanLink Air Mobility to lay the foundation for Advanced Air Mobility (AAM) operations across the island. The partnership is designed to establish smooth regulatory pathways, prioritize island resilience, and open critical new transportation arteries for municipalities frequently overlooked in traditional infrastructure planning.
The collaboration follows UrbanLink's recent commitment to building an all-electric, zero-emission fleet, including an order for NOEMI 12 seat all-electric seaplanes and BETA Alia passenger electric eVTOL aircraft. UrbanLink also intends to operate the REGENT Seaglider and unmanned cargo drones. While these aircraft are slated to augment coastal transportation networks in San Juan, PRBAA's involvement will ensure the ecosystem scales beyond the metro area. Through this alliance, the advanced air mobility network will expand to directly impact key regional arteries and island municipalities, such as Vieques and Culebra.
Bridging the Regulatory Gap and Opening Doors
Led by aviation industry veteran Ed Wegel, UrbanLink recognizes that successful deployment in Puerto Rico requires seamless alignment with local governing and civil aviation authorities. PRBAA is stepping in as the local strategic bridge to streamline inter-agency collaboration, ensuring that regulatory steps move forward efficiently and constructively.
To foster this alignment, PRBAA is opening direct, strategic channels of communication across local governing bodies. By establishing collaborative working frameworks with the Puerto Rico Ports Authority (PRPA) and key civil regulators, the alliance aims to ensure seamless infrastructure integration. Furthermore, PRBAA's established presence within the local ecosystem allows the partnership to quietly align these advanced mobility initiatives with the administration's broader executive economic goals, positioning Puerto Rico as a premier destination for innovation, sustainable venture capital, and long-term development.
"To bring a carbon-free revolution to regional air travel, operators need more than just groundbreaking aircraft; they need a local ecosystem ready to receive them," said Kimberly Furumo Palmer, President and Director of Business Development at PRBAA. "Our alliance with UrbanLink ensures clear, direct alignment with key stakeholders. By connecting them with the PRPA and executive leadership, we are creating a seamless runway for UrbanLink to transform how communities connect across Puerto Rico."
"We are delighted to be working with PRBAA to bring advanced air mobility to Puerto Rico and the broader Caribbean. Their efforts will ensure we have direct dialogue with key stakeholders at the government, community and business levels in Puerto Rico to maximize the impact of our efforts to bring these new modes of transport to Puerto Rico," said Ed Wegel, Chairman and CEO of UrbanLink.
Strategic Investment Alignment & Community Engagement
Through PRBAA's targeted network of local aviation stakeholders and select investors, the alliance seeks to facilitate preliminary discussions around the capital avenues required to support long-term AAM scalability. Concurrently, the partnership recognizes that public awareness and community trust are fundamental to successful deployment. To this end, PRBAA intends to support localized educational initiatives and media engagements designed to inform the public on the practical benefits, accessibility, and community solutions offered by zero-emission aerial transit.
